SEND is seeking individuals who meet Section 3 eligibility which helps create jobs and opportunities for local residents through HUD-funded projects.

What

A Section 3 worker is a low- or very low-income individual, a YouthBuild participant, or someone employed by a Section 3 business, who receives employment preference on HUD-funded projects. They must meet income limits or live in assisted housing, with requirements focusing on hiring and training for local economic opportunity.

General information on Section 3 workers
  • Definition: A worker whose income is below the HUD-established limit, a YouthBuild participant, or employed by a Section 3 business.

  • Eligibility Period: The worker must currently fit or have fit these criteria within the past five years.

  • Targeted Section 3 Worker: Includes residents of public housing, Section 8-assisted housing, or youth in YouthBuild programs.

  • Requirements: Employers on HUD-funded projects must make "good faith efforts" to hire these workers to the "greatest extent feasible".

  • Job Types: Opportunities often include construction, maintenance, professional, and administrative roles.

Key Details About Section 3 Workers
  • Income Limit: The individual's income for the previous or annualized calendar year must be below the income limit set by HUD (e.g., in some areas, this is based on local median income).

  • Documentation: Workers can self-certify their income or status, or provide certification from a Public Housing Authority (PHA).

How to Qualify

A business is considered a Section 3 concern if it is:

  • 51% or more owned by low- or very low-income persons.

  • Employs Section 3 workers for at least 75% of its labor hours over the previous three-month period.

  • Provides evidence that it is owned by residents of public housing or Section 8-assisted housing.
