Public infrastructure has commonly been identified as a catalyst in spurring economic development. As access to a neighborhood and surrounding business centers is improved, quality of life and increased employment opportunities for residents should follow.
As part of the execution of the 2007 Southeast Side Strategic Plan, SEND requested graduate students in a Public Affairs capstone course in the School of Public and Environmental Affairs (SPEA) at Indiana University-Purdue University Indianapolis (IUPUI) conduct an assessment of streets, curbs and sidewalks, and alleys in the Southeast Community Organization (SECO) neighborhood.

Using the SECO survey as a model,SEND will work with neighborhood groups to conduct a systematic evaluation of streets, curbs, sidewalks, and alleys in the SEND catchment area using the Indianapolis Department of Public Works (DPW) methodologies.
